Pavel Durov, the billionaire CEO of Telegram, was arrested in France amid an investigation into whether the messaging app, which serves over 950 million users, is being exploited for criminal activities due to insufficient content moderation.

Durov, 39, was detained upon his arrival at Le Bourget Airport in Paris from Azerbaijan. The investigation is focused on whether Telegram has failed to prevent criminal activities on its platform, such as drug trafficking, distribution of child sexual content, and fraud. It is suggested that the app has not sufficiently cooperated with law enforcement to address these issues.

It is unknown which French agency detained Durov or what charges he may face. The Paris prosecutor’s office declined to comment, citing an ongoing investigation.

Durov’s lawyer, who stated that Durov has not lived in Russia for about a decade and is currently based in Dubai, criticized the arrest, likening it to blaming a car manufacturer for an accident or the transportation of drugs.

The Russian Embassy in France has requested clarification from the French authorities regarding Durov’s detention, but France has not responded to the request yet.
