The order mandates the consideration of Project Labor Agreements (PLAs) for large construction contracts managed by state agencies.
In their letter, the Caucus argues that this policy favors unionized contractors, which places most of Maryland’s construction workers—over 90% of whom are non-unionized—at a competitive disadvantage. They further expressed concern that the order benefits out-of-state union workers at the expense of local contractors.
The letter stated that “Maryland’s construction workers, minority-owned businesses, and families are being deprived of economic opportunities in favor of out-of-state interests.”
